Recent legislation, including Martyn’s Law (The Terrorism (Protection of Premises) Act 2025), highlights the importance of good safety planning for public gatherings. While full government guidance is still awaited, the principles behind the Act are relevant for all churches.
In simple terms, churches where attendance is consistently below 200 people are not covered by the Act, although many of the suggested measures remain good practice. Where 200 or more people attend, procedures will be needed to reduce risk and improve preparedness. For larger events or premises hosting 800 or more people, additional practical measures will be required.

Planning a church event this summer?
As you look ahead to your summer events, a little preparation can make a big difference. Below, we have shared some practical tips to help you plan gatherings that are safe, welcoming and well‑run — whether you are hosting a community fun day, a holiday club or a church BBQ. A few simple steps can make a big difference.
Before your event:
- Carry out a basic risk assessment – think through what could go wrong and how to reduce risks
- Consider numbers attending and whether your space is suitable
- Check access and exits are clear, well-lit and easy to manage
- Plan for emergencies – who will take the lead, and what would you do if something unexpected happens?
For your team:
- Make sure staff and volunteers understand their roles
- Brief stewards or helpers on what to look out for and how to respond
- Encourage a culture of awareness without creating alarm
On the day:
- Welcome and guide visitors so movement around the building is safe and orderly
- Keep an eye on crowding, pinch points and any potential hazards
- Communicate clearly if plans need to change
